How to Save Money Caring for "Units" Over 70 yrs. Old

A man who identifies himself as "Jeff a neurosurgeon from Chicago." In this audio clip he tells radio talk-show host Mark Levin what he has learned about the government’s latest move to introduce rationing for stroke victims and those at risk of strokes. He said he had just returned from Washington, DC, where he and some of his fellow physicians were discussing implications of the Patient Protection and Affordable Care Act of 2010.
Anyone over 70 will not receive curative care under the "Patient Protection and Affordable Care Act (ObamaCare)"), which has the explicit task of reducing the rate of growth in Medicare expenditures. It will implement the rationing by setti...ng Medicare reimbursement rates to physicians and hospitals for medical procedures, therapies, drugs and so forth. By setting reimbursement rates prohibitively low, IPAB will have a strangle hold on what treatement is provided to which "units." Although the reimbursement rates established by IPAB are technically only “recommendations,” under the law these “recommendations” automatically go into effect unless Congress overrules the agency’s decisions, a highly unlikely occurrence.

The IPAB rationing board will have unprecedented control over patients’ personal medical decisions, but limited medical expertise. ObamaCare limits IPAB's membership of doctors who have real experience caring for patients, selecting instead numbers-crunchers focused only on costs.

He said he got a peek at the government’s new, unpublished protocol for “units over 70” under ObamaCare, and this is what he found: ObamaCare will make use of so-called “ethics panels” modeled after similar panels already legal in many states where they operate as part of health facilities’ “risk-management process,” making life-and-death decisions motivated primarily by the desire to reduce expenses and liability exposure.

If the family of a patient objects to the medical facility’s decision under the “futile-care protocol,” there are review procedures under which hospital “ethics committees” are given adjudicatory authority to determine whether patients receive treatment or have it withheld or terminated. These “ethics panels” originally were established as mediating bodies to help families and physicians negotiate the proper approaches in difficult cases but they evolved into rationing boards with extraordinary power. Typically, once an “ethics panel” decides to terminate or withhold care, the treatment can never be provided in the hospital even if the family or patient finds a doctor who wants to provide the care.

Now, it appears, the federal Department of Health and Human Services (HHS) intends to nationalize and expand this form of healthcare rationing by standardizing it under federal rules and regulations. And, there will be no consultation or negotiation with families. According to "Jeff the neurosurgeon," HHS intends to use such “ethics committees” of administrators, not physicians, to decide, for example, whether a “senior unit over 70” can receive advance neurosurgical care under Medicare. Typically, this type of surgical care is required after a stroke or to prevent a stroke through aneurysm therapy.

According to Jeff, the new HHS protocol sets a high bar for “units over 70” to hurdle before they will be entitled to life-saving care rather than simply receiving “comfort care” to ease their passing. This seems too horrifying to be true, but thus far the Administration remains silent…

Obamacare...is it really care?

So many people have been mesmerized by the 'concept' of "Health Care for Everyone". But these people aren't actually looking at what that means. Oh it certainly sounds wonderful to think that with the wave of his pen, President Obama will deliver quality health care to all Americans...but is that what we'll really get?

Let's listen to some folks who live with just such a health care system, and see what their experiences have been.

In Canada, people who can afford to do so, make plans to find their health care in the United States. If Obama institutes nationalized health care in this country, not only will Canadians have nowhere else to turn, neither will we.

If medications and procedures are limited based on how much they cost, then what will happen to all the research being done on 'cures' for various conditions? Even if someone discovers a cure for breast cancer, or juvenile diabetes, or a myriad of other afflictions and illnesses, what difference will it make when the "system" cannot afford them?

England isn't any better than Canada. Obamacare will be anything but 'free', people will be paying for it with their health, and their lives!

President Obama just addressed a joint session of congress to press for approval for the health care bill. He distorted the facts to fit his agenda, and changed the numbers with barely the blink of his eye . But there is NOTHING about HR3200 that’s worth salvaging. The whole thing needs to be scrapped and they need to start over and do it right!

During August I read through America’s Affordable Health Choices Act of 2009, and I was OUTRAGED at what is in there.

I don’t want bigger government in my life, making MY healthcare decisions. A public option is not the answer. Look at similar programs already operating in the U.S. and failing miserably…The Veterans Administration and the Indian Health Services. There’s not one thing in HR 3200 which even acknowledges these failures, much less promises that the same poor quality care would not be forced on every citizen.

My family and my parents deserve better than what’s written in this bill. I do not want to have to tell my parents that I can’t help them when they need critical care as they age because the government says so. Healthcare should not be rationed and controlled by politicians.

Health care in our country is NOT in a crisis. Of course there are reforms to be made. I urge the Representatives of the House and the Senate to pitch out HR 3200 and to start honestly deliberating over genuine, positive reforms. Reforms that will make health care more affordable, accessible and portable for all Americans, without sacrificing quality. There are plans that have been suggested and you in Washington owe it to the People to carefully consider ALL options brought to the table.

I urge you to vote against this legislation. Every day, opposition to this terrible bill grows across the country. Congressman, are you ready to sacrifice your position to win this for President Obama’s supporters? DO NOT underestimate the citizens of this country, ACORN and voter fraud will be fought tooth and nail in 2010. Don’t be so confident that just because Pelosi and Obama promise your re-election that it will happen. What's So Wrong With Obamacare?

"Health Care Reform"... That's what the Administration calls HR3200. You can read the whole 1,000 plus pages for yourself here, and see what you think.

Or if you don't have the time, and reading legalese makes you sort of nauseated, then here is a pretty good summary of some of the particularly troubling "reforms" they want to commit on us. Example below...

PG 425 Lines 4-12 Government mandates Advance Care Planning Consult. Think Senior Citizens end of life.

This is an email sent out by David Axelrod this week. It is quite long and I chose mostly the items which he calls the "Myths" being circulated about health care, and have made some corrections.

This is probably one of the longest emails I’ve ever sent, but it could be the most important.

Across the country we are seeing vigorous debate about health insurance reform. Unfortunately, some of the old tactics we know so well are back (because we invented them)- even the viral emails that fly unchecked and under the radar, spreading all sorts of lies and distortions. (Like this one!)

As President Obama said at the town hall in New Hampshire, “where we do disagree, let's disagree over things that are real, not these wild misrepresentations that bear no resemblance to anything that's actually been proposed.” (Ironic that Obama would say "real" in a completely staged event!)

So let’s start a chain email of our own. At the end of my email, you’ll find a lot of information about health insurance reform, distilled into 8 ways reform provides security and stability to those with or without coverage, 8 common myths about reform and 8 reasons we need health insurance reform now.

8 ways reform provides security and stability to those with or without coverage
(Promises, Promises...campaigning)

1. Ends Discrimination for Pre-Existing Conditions: Insurance companies will be prohibited from refusing you coverage because of your medical history.(Now the Gov't will deny you coverage based on 'special needs' or age!)

2. Ends Exorbitant Out-of-Pocket Expenses, Deductibles or Co-Pays: Insurance companies will have to abide by yearly caps on how much they can charge for out-of-pocket expenses. Ends Cost-Sharing for Preventive Care: Insurance companies must fully cover, without charge, regular checkups and tests that help you prevent illness, such as mammograms or eye and foot exams for diabetics.(Unless we decide to drop any of these services to you because we can, because we get to set all the rules!)

4. Ends Dropping of Coverage for Seriously Ill: Insurance companies will be prohibited from dropping or watering down insurance coverage for those who become seriously ill. (Now the Gov't will deny you coverage based on 'special needs' or age!)

5. Ends Gender Discrimination: Insurance companies will be prohibited from charging you more because of your gender. (This issue will pale in comparison to what we have in store.)

6. Ends Annual or Lifetime Caps on Coverage: Insurance companies will be prevented from placing annual or lifetime caps on the coverage you receive.(Now Gov't will do it!)

7. Extends Coverage for Young Adults (Who already choose not to get insurance because they don't feel they need it): Children would continue to be eligible for family coverage through the age of 26.

8. Guarantees Insurance Renewal: Insurance companies will be required to renew any policy as long as the policyholder pays their premium in full. Insurance companies won't be allowed to refuse renewal because someone became sick. (And if you can't pay, and the insurance company can't carry you, they can pay a fine, or go out of business, and you will automatically get enrolled into the Gov't plan!)

Reality check? We check reality by taking the lies listed below and lining them up with what HR 3200 says in black and white!

1. Reform will stop "rationing" - not increase it: It’s a myth that reform will mean a "government takeover" of health care or lead to "rationing." To the contrary, reform will forbid many forms of rationing that are currently being used by insurance companies.

For seniors who want to consult with their family and physicians about end-of life decisions, reform will help to cover these voluntary, private consultations for those who want help with these personal and difficult family decisions.

Reading this in the actual bill is much more disturbing than in the summary…

Congress would make it mandatory absolutely that every five years people in Medicare have a required counseling session," she said. "They will tell [them] how to end their life sooner."

The proposal specifically calls for the consultation to recommend "palliative care and hospice" for seniors in their mandatory counseling sessions. Palliative care and hospice generally focus only on pain relief until death.

There is no functional definition of what a Physician's End of Life Order. It could mean anything from direct Euthanasia to reduction from medical to palliative care. Basing care upon medical cost / benefit versus actuarial life expectancy is equally meaningless and appears to be nothing but an excuse to deny quality of life care to people over a certain age.

QALY - “quality-adjusted-life-year” It is used by health care administrators and researchers to measure the benefit of a given medical procedure in bill it is "QUALITY REPORTING INITIATIVE".

The goal is to provide them with a common denominator in measuring benefits — how many years of life is expected to be gained in a patient if we give him this treatment? But the QA part says not all years are equal, nor is an additional year of life in a healthy 25-year-old male equivalent to that of a 65-year-old paraplegic female. You have to adjust for quality.

So for example we’re told that half of medical costs come in the last year of life. But do we know when our last year of life is? Often not. Some often live past the time diagnosed by the doctor.

The important point is that QALY won’t save us money. In fact, it probably makes matters worse.

What does it mean to use a QALY calculation for a treatment that is neither necessary nor unnecessary? The political economy of that is difficult. No politician will want to be seen as funding some unnecessary procedures — that supposedly is why they want to have health care reform. But if colon cancer mortality rates start to reach British or European levels, those who pass ObamaCare will not see power again for a very long time. Knowing that, they are likely instead to keep funding many of those middle-category procedures, just as they do now. Electoral outcomes are part of the cost-benefit analysis when government chooses your medical procedures.

4. Vets' health care is safe and sound: It’s a myth that health insurance reform will affect veterans' access to the care they get now. To the contrary, the President's budget significantly expands coverage under the VA, extending care to 500,000 more veterans who were previously excluded. The VA Healthcare system will continue to be available for all eligible veterans. *Eligible is just VA speak for rationed care. Anyone who has tried to get help from the VA, knows full well what can and can't be done for them...mostly can't. It's currently the best example we have of what they want to do to everyone...rationed care.

6. With private insurance starved, many people enrolled in the government “option” will have no place else to go.

The choice is up to you – and the same rules of privacy will apply as they do for all other electronic payments that people make.

I worked for years in a Veterans Admin. Hospital, which is the closest thing we have in this country to what happens to patient care when the government gets involved.

Though the hospital I worked at was connected to a University hospital and had wonderful equipment and services available, when it got right down to the level of care received it was dependent on the money allotted.

When I worked there, my dad was still living and was a patient there. At that time the VA overall was cutting back on its budget, and the first to be cut was the nursing staff, which directly impacted the care of the patients.

My dad had had a surgery, and was not doing well. I stopped in every morning before work to see how he was. One morning I got to his room and found him dangling in twisted sheets, barely able to breath and half on the floor.

It was at that hospital dad acquired antibiotic resistant staph, which eventually weakened his heart and lead to his death in 1994.

This system exists to this day, and now Obama and the Dems are seeking to fast track it to all of us this summer! Beyond the dubious health care, there is a more insidious aspect to this issue.

Consider this: " If the Democrats get national health care, the concept of individual freedom and liberty will have been obliterated.

Washington, government, state and local, will be able to regulate every facet of our behavior under the guise that it has some kind of a cost impact on health care. For example, the kind of car you drive will be regulated, the kind of food that you eat, and you may not be prevented from eating certain things, but you'll be taxed if you do because of the impact on the health care system. So imagine you want popcorn in the theater, there might be a tax added to it. Folks, it's impossible to exaggerate this. Think of virtually any activity you engage in with your kids that might put them at risk. You take them outside and play. You drive on a snowy road without chains. You fly in an airplane. Anything that could risk injury, which is practically everything you do, could be regulated or taxed because of the impact your behavior will have on the cost of health care. After that takes place, the actual quality of health care we all get is going to hit the sewer."

And this.."The Wall Street Journal, interesting story today: "Why the Health Care Rush?" It is an editorial. It turns out, ladies and gentlemen, that the Democrats had a Democrat-only meeting yesterday with Obama on nationalized health care. The Democrats want to ram this down everybody's throat just like they did TARP and just like they did the stimulus bill. They don't want any public hearings, and no Republicans were in that meeting. "Democrats are trying to rush the largest entitlement expansion since LBJ into law with a truncated debate and as little public scrutiny as possible." Why? One reason. People find out about it, and they won't support it. It will not stand public inspection. The Wall Street Journal says here: "The reality is that Democrats are contemplating the most sweeping restructuring of the health markets since Medicare in 1965, and they don't want to let the details slow them down, just like they didn't want the details of amnesty."

At the end of May the Obama folks astro-turfed rallies all around the country to promote the single payer system.

Conservatives need to push back against this, even though we don't have the financial backing that Obama does. Grassroots is volunteer driven and we can take this fight to the Nation in spite of the state run media!

We can join with high profile Republican and conservative groups to develop a HUGE push back. We need ALL like-minded hands on deck, because if we can't get the nation's attention on this issue, everything conservatives are trying to do will be moot if this thing passes. It will be the gateway to total control of our lives.
